The Netherlands has spent years building the ingredients of a leading digital economy: strong international fibre links, a large internet exchange, dense cloud infrastructure and easy access to European customers. The constraint now showing up most clearly is physical electricity capacity.
Reuters reported in June that local moratoriums on new grid connections have spread as operators struggle to keep pace with renewable generation, electrification and data-centre demand. The issue is no longer confined to energy policy. It is affecting where companies can build, expand and electrify operations.
Demand is rising faster than connection capacity
TenneT expects data-centre electricity demand to rise sharply toward 2030. At the same time, industrial electrification, electric transport and new renewable projects are all competing for network capacity. A connection queue can therefore become a commercial risk long before a project reaches construction.
The problem is particularly acute because transmission upgrades take years. Reuters cited TenneT estimates that major projects can take up to 12 years and that a large share of the grid work needed before 2030 still awaits permits. Land, environmental procedures and component lead times all slow delivery.
Flexible connections can help, but they do not replace new infrastructure
Grid operators are using time-dependent contracts, congestion management and use-it-or-lose-it rules to squeeze more output from existing assets. Those measures can unlock meaningful capacity for businesses whose demand can shift away from peak periods.
They are less useful for operations that require continuous high loads. Data centres, industrial plants and some advanced-manufacturing facilities need predictable power around the clock. For them, flexibility can reduce the problem but cannot substitute for new substations, lines and generation capacity.
Grid access is now part of Dutch competitiveness
The commercial risk is straightforward. A company that can secure land, workers and permits but cannot secure power may build elsewhere. For a country competing for semiconductor suppliers, AI infrastructure and electrified industry, grid delays can become an industrial-policy failure rather than a technical inconvenience.
The Netherlands still has major advantages in connectivity and talent. The question is whether electricity infrastructure can be expanded quickly enough to stop those advantages being neutralised by connection queues.
