The Dutch semiconductor story is unusual because one company's global importance can obscure the industrial system around it. ASML is the anchor, but the country's defensibility also rests on equipment makers, suppliers, research institutions, photonics, packaging, software and a labour market built around complex systems engineering.
Dutch Business Review's 2026 audience survey suggests that business readers remain confident in that system. Of 2,164 respondents, 42% were optimistic and 36% very optimistic that the Netherlands can retain a leading position in the global semiconductor ecosystem. Only 7% were pessimistic or very pessimistic.
Confidence is tied to growth expectations
The survey also shows how central the sector has become to expectations for the wider economy. Forty-three per cent called semiconductor and AI-infrastructure investment critical to Dutch economic growth over the next five years, while 39% said very important.
That is a broader proposition than ASML's order book. Semiconductor investment supports engineering employment, specialised suppliers, university research, logistics and advanced manufacturing. It also anchors a cluster whose knowledge can spill into photonics, quantum systems and other deep technologies.
Project Beethoven is a capacity programme
The government's €2.51 billion Project Beethoven package is often described as an effort to keep ASML in the Netherlands. Its composition reveals a more useful interpretation. Money is directed at technical education, housing, transport and the conditions required for the Brainport region to absorb more growth.
The package includes €450 million for technical talent through 2030 and structural funding thereafter, alongside large mobility and housing commitments. This is industrial policy aimed at the carrying capacity of a cluster rather than at subsidising one machine.
Talent is the constraint readers see most clearly
Seventy-five per cent of survey respondents said access to advanced semiconductor talent was very important or critical to their growth plans. That maps directly onto the government's rationale for expanding training. Highly specialised semiconductor ecosystems cannot import every skill at the moment it is needed; they depend on years of accumulated engineering experience and a pipeline from vocational education through doctoral research.
The same logic applies to suppliers. ASML reported roughly 1,600 suppliers in the Netherlands in 2025. Their proximity matters because advanced lithography is built through co-development and integration, not simple commodity procurement.
The risk is success outrunning infrastructure
Brainport's strengths create pressure on housing, roads, rail and electricity. Grid congestion is particularly awkward because semiconductor growth and AI infrastructure both increase demand for reliable power at the same time that Dutch industry is being pushed toward electrification.
The country's semiconductor position is therefore unlikely to be decided by one competitor copying ASML. A more plausible risk is that the ecosystem's own constraints make expansion slower or more expensive than it needs to be.
How to read the survey
The DBR survey is not a nationally representative business poll. It describes 2,164 respondents to Dutch Business Review's 2026 audience research. Its value is strongest when paired with hard capacity indicators: technical-graduate output, supplier investment, grid connections, housing delivery and the investment decisions of the cluster's major companies.
On that basis, optimism is defensible. But the evidence to watch is not sentiment. It is whether the Netherlands can convert confidence into enough people, power and physical capacity to keep the ecosystem expanding.
