The Dutch government's Project Beethoven is one of the clearest examples of industrial policy aimed not at subsidising a single factory, but at increasing the carrying capacity of an entire technology cluster. Announced in March 2024, the package combined central and regional measures worth approximately €2.51 billion for education, housing, mobility and other conditions affecting semiconductor growth in Brainport Eindhoven.
The political trigger was concern that the region's success had begun to create its own bottlenecks. ASML and its suppliers need thousands of engineers and technicians, but they also need homes, roads, rail capacity, electricity connections and enough educational throughput to keep expanding in the Netherlands.
Talent is the first constraint
The package set aside €450 million through 2030 for additional technical education and training, followed by a structural €80 million a year from 2031. The government later estimated that the semiconductor industry's growth could require around 38,000 additional technically qualified workers across vocational and higher-education levels.
The education plan is national rather than purely Eindhoven-based. Brainport, Twente, South Holland and the North of the Netherlands are identified as training regions because semiconductor expertise and relevant educational infrastructure are distributed across the country.
Housing and transport are semiconductor policy too
The Brainport labour market cannot grow if workers cannot live or move around the region. Project Beethoven includes substantial transport commitments around Eindhoven Central Station, express bus routes, cycling infrastructure and the A2/N2 corridor. The central-government contribution to mobility measures was set at €718 million, with a further €340 million from regional parties.
Housing is equally important. Authorities planned almost 20,000 additional homes by the end of 2030, beyond 45,000 already included in the regional housing agreement, with €425 million allocated to help make the extra construction financially feasible.
Grid capacity is the least glamorous but potentially hardest bottleneck
Semiconductor manufacturing and the wider high-tech ecosystem depend on reliable power, while the Netherlands is already dealing with severe grid congestion in multiple regions. The original Beethoven package included work to identify grid-capacity shortages in Brainport and develop solutions where the constraint was most acute.
This is where industrial policy meets physical reality. Tax policy can influence company location, but it cannot substitute for a transformer, substation or high-voltage connection that does not exist.
Why the policy matters beyond ASML
The government explicitly said it expected the package to support ASML's continued investment in the Netherlands, but the economic logic is broader. ASM, NXP, Besi, VDL, Prodrive, NTS and hundreds of other suppliers and research organisations benefit from the same talent and infrastructure base.
That makes Project Beethoven best understood as ecosystem policy. Its success should be judged by whether the region can actually add workers, housing, transport capacity and industrial infrastructure without eroding the collaboration advantages that made Brainport valuable in the first place.
